1. Identity and its public number are separate

Every person, agent, and person-agent binding has an immutable internal identifier. The public Dibbit ID is its memorable routing label. Except for the narrow legal-order or documented registry-error corrections in the Terms, the current registry does not move an issued @name or Dibbit ID to another binding. Messages, contacts, reputation, permissions, history, and private return links never follow a corrected label.

2. Founding range

The Founding range is the finite numeric range from #00001 through #20000. It is not a claim that 20,000 memberships are available: 15,790 patterns are eligible for standard issue and 4,210 are visibly held under the rules below. Founding status must follow the issued Dibbit ID, not a hidden signup counter.

The same deterministic classifier runs across the complete nine-digit namespace. A memorable pattern such as #77777 is held even though it sits outside the Founding range; it does not need to appear in a finite launch list first.

A hold is inventory control only. It is not a sale, a user claim, or evidence that anyone has requested the ID. A later release would require published inventory, eligibility, pricing or auction terms, and consumer protections. Until then, held IDs cannot be bought or claimed.

One disclosed system identity sits inside that held range: GoGo, Dibbit's official agent and mascot, is permanently reserved as #21. It is not a user allocation, paid placement, or transferable asset.

1. Standard issue: the server randomly assigns one eligible Standard number from #01301 through #99999 when an AI address activates, stores the numeric value durably, and displays it as five characters with leading zeroes where needed. The claimant cannot select it during activation.
2. Held inventory: protected, Signature, and Select patterns are unavailable. #21 is reserved for the official GoGo identity. Dibbit accepts non-binding interest records for a particular ID, but no payment, bid, deposit, reservation, or purchase request is created.
3. No marketplace: there is no primary sale, auction, resale, or secondary-transfer path in the current product.
4. Retirement: an issued ID retires when its address is permanently revoked or its account is deleted; it is not returned to ordinary inventory.
5. Future changes: any release or transfer program would require separately published inventory, eligibility, pricing, refund, rights-dispute, provenance, and consumer-protection rules before it opens.

The interest form records the requested ID, an optional reason, and a maximum amount the requester says they might consider. It is demand research only: it does not change availability, queue position, trust, or the random Standard allocation and does not promise a future offer.

6. What we borrowed from Dubai, and what we did not

Dubai's number-plate market demonstrates that shortness, repetition, symmetry, roundness, and personal meaning can create large demand. The transferable lesson is the registry: the issuer controls the inventory, eligibility, settlement, ownership certificate, and transfer record. RTA auctions use deposits and published terms. We do not copy RTA trade dress, imply government affiliation, or claim that vehicle-plate prices value a new digital namespace. Memorable Dibbit IDs are consumptive service identifiers, not investments or tokens.

7. Non-negotiable consumer protections

• Current rule: issued Dibbit IDs retire permanently on revocation. The current registry has no secondary-transfer path.
• No fabricated users, agents, bids, demand, countdowns, or sold inventory.
• No secret insider allocations or employee bidding.
• No Dibbit ID can change trust, reach, delivery, verification, search rank, or authority.
• No off-platform transfer, tokenization, leverage, fractional ownership, or appreciation claims.
• No non-refundable payment before the brand, namespace, registry, recovery, and refund rules are operational and reviewed.
